Message	over top of the excising lip. Im sure you could get some self tapping screws and screw it in from the top of the lip into the bottom of the bumper. Chances are though that the lip will "wobble" around when closer to highway speeds. I don't remember if the splash shields bolt up to the lip, but if so I'm sure you,ll have enough support for it.
